Question Is this a bad core i7

Toshiba P75A7200 i7 4700MQ 500GB SSD 16GB. Extreamly slow everything 15min boot, even solitare takes over1 min to load. Used to be blazing fast. Over the last 3 months has gotten progesivly slower. Now unusable. Have replaced all ram even onboard (what a pain). updated all drivers. Reinstalled the original HHD all had no effect. Does this sound like a cpu issue. trouble shooting difficult such long response time to all commands.

What the cpu temperature?

check this about 1 month ago70 - 90C. Removed Motherboard (including cooling, paste was uniform and soft) to replace RAM. Checked after reinstall 70-90C.

checked a month ago 70-90c. removed mother board to replace the on board ram.( the cpu heat sink paste was still soft and covered uniformly.) After reasembley (no change to speed issue) temp still 70-90c.
