Is this a Bottleneck????????

The problem is as I turn down the preset from ultra to low the gpu usage seems to go down and my fps stays the same. The cpu usage never seems to change and it has never gone to 100%, not even a single core. Is this a bottleneck?



And the gpu usage suppose to 99% when ur running games?
BTW my gpu usage was at 99% when I ran valley benchmarks
PC Specs:
CPU: Amd Phenom || x4 840 3.20ghz
GPU: Nvidia Gtx 570
Ram: 8GB 1333 Mhz
