Question Is this a case of bottlenecking?

My Build:
mother board Gigabyte h110m-s2
GTX 1080
Intel i5-7500
Afox 600w psu
-not sure how fast is my memory but here's a cpu-z screenshot http://prntscr.com/ne74kc -
Whenever i play CS:GO or Tekken 7 the fps stutters massively whenever i do a quick turn on CS:GO, and that happens a bit less with tekken.

cap your FPS at something reasonable like 120 fps (never understood why folks live and breathe for 300-400 fps on CS:Go), and maximize the detail and res your monitor is capable of to shift some load to the GPU, as the GPU is more than capable of maxing out your CPU...

Your processor is definately going to limit your gpu in most games. Vsync and forcibg higher resolutions can help to limit this.
