Question Is this a CPU bottleneck?

Hi all,

Please can you tell me if this is a cpu bottleneck or some other thing does limit the performance here?

Config:
CPU: Ryzen 5 1600
Board: Asrock AB350 Pro4 ( - I heard a lot of bad thing about that board nowadays, maybe this is the problem not the CPU?)
Video: RTX 2060 6GB (GigyByte WF OC)
RAM: 16GB (Kingston 2x8 3000mhz by XPM profile 1.0)

Games are on: Samsung EVO 860 SSD.

4 games I play, examples:

1. rFactor 2

- strange fps drops: (vsync on - 75hz)

- low utilizations, but cant keep up the 75 fps (vsync is on here again)

- I relaized a way I can repruduce some kind of lags in this game: crash and lose apart of the car :unsure:

I have no ide if this is a cpu bottleneck or motherboard is a sh*t as a few people told me.

2. F1 2015

- low gpu usage even with overclocked cpu (vsync off here) - you can see a lot of frame time spikes here too, which is very frustrating even if you don't see it only in the graph

3. World of Tanks - GPU usage is not even close to 95+ utilization

Here vsync is off, but if I enable vsync there are a lot of frame time spikes, very strange. - no video for this now
