Is this a decent gaming computer for 600-700$?

It would be a better idea to build your own. You get all high quality parts (pre-builts like these usually use some cheap motherboard, psu and ram because people don't tend to notice it) and have the flexibility to add any parts you want. You will also be exposed to a wide range of components and you can choose the one just right for your needs.

It would be able to max out league, but you can probably build a better one yourself.

I Have no idea how to build one and I live in canada. Could you make me a solid build on that pcpartmaker thing around 600-700 price range?
 
This build should be way better than the one you are getting. This is a lot better in quality as well as power. Buying a pre-built PC is so 1990's. Buildig a PC nowadays is very easy unike what it was 10 years ago. So yeah, definitely go for this:
