Seems okay overall.

Technically Vega 56 would be more than sufficient for 1080p60 gaming. I would probably prefer a better quality supply than the EVGA 600B to use with the Vega 56, and would certainly suggest something in Seasonic's Focus Plus range; but it may depend on your budget.

The Cooler Master Hyper 212 is still a good budget option. Though I run my Ryzen 5 1600 with the stock cooler without any problems. If you don't plan to do any major overclocking you could probably save that bit of money and invest it elsewhere (like the PSU).

Performance-wise the first one with 16GB of RAM is preferable as games become more demanding. I suspect you'd find 8GB limiting sooner rather than later.
