If price needs to include the OS then I would change the RAM to 8gb, case to NZXT S340 & SSD to 120gb version.

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($191.91 @ Jet)
Motherboard: MSI B150M PRO-VDH Micro ATX LGA1151 Motherboard ($64.99 @ SuperBiiz)
Memory: G.Skill NT Series 8GB (2 x 4GB) DDR4-2133 Memory ($50.98 @ Newegg)
Storage: Sandisk SSD PLUS 120GB 2.5" Solid State Drive ($44.99 @ B&H)
Storage: Hitachi Ultrastar 1TB 3.5" 7200RPM Internal Hard Drive ($39.95 @ Amazon)
Video Card: Gigabyte GeForce GTX 1070 8GB Windforce OC Video Card ($389.99 @ SuperBiiz)...
It is possible to play in 1440P with a GTX 1060 6gb but he will need to lower some settings, for that resolution I would go with the 1070.

He'll need that aftermarket cooler if goes with a i5 6600k as the k series of Skylake do not come with stock coolers. I agree though that unless he plans to get an unlocked processor and overclock that he really doesn't need a z series motherboard.
