Swap the CPU to the 6600K and it will be a good build. If that goes over budget then take away the aftermarket CPU cooler and change the motherboard to a non Z series 1151 motherboard within your budget.

yeah, but he is new to gaming on building pc's so I am sure he will not be doing any OC'ing,i think he will play in 1440 so would a 1060 6gb be fine?

It is possible to play in 1440P with a GTX 1060 6gb but he will need to lower some settings, for that resolution I would go with the 1070.

8gb is good for now but make sure you leave enough room to upgrade to 16gb.

Yeah if this is his First PC then don't message with OC that processor is fine and yes at 1080p (even 1440p) I would say save the money and go for GTX 1060 unless he is thinking about doing any sort of VR.

He'll need that aftermarket cooler if goes with a i5 6600k as the k series of Skylake do not come with stock coolers. I agree though that unless he plans to get an unlocked processor and overclock that he really doesn't need a z series motherboard.
