In short, no it isn't.

The PSU's model isn't mention apart from it being from CoolerMaster. The GPU isn't supposed to be paired with a higher end CPU like that, the board's make and model is missing, apart from it being a B450 chipset, so quality cannot be deciphered there either.

Overall, it's not a balanced system.

This is just a bad deal. And I'd be suspicious of any seller selling you a 3900X and having specifications that include "on-board graphics card" for a CPU that has no on-board graphics card. No information on the motherboard? Cheap, inappropriate RAM?

You'd essentially have to take the CPU and the case and chuck the rest, so it's a pretty bad price.

What is your budget and what are your actual needs? You start a build by first figuring out what these are, not simply picking a few parts.
