I think it would help to know what the pc is going to be used for. Both of those builds suggested are good attempts but leave out the $250 monitor which could be problematic. Knowing what resolution is going to be used will help determine what gpu is a good match, for 1080p a gtx 1080 is overkill and won't reach its full potential much of the time. A 1070 is equal to a 980ti or better which is plenty for 1080p.

Depending how the budget shakes out, the nh-d14 isn't a bad cooler but might fit a little awkward with ripjaws v ram since it will barely fit beneath the cooling fins. The front fan will have to be raised up higher increasing the cooler's overall height beyond the listed 160mm height. Since the corsair 200r only lists support for coolers up to 160mm the nh-d14 is pushing the limits for clearance as is, with the lead fan raised higher it will be too tall to fit in that case.

Some people are claiming that with a certain bios this board can overclock locked skylake cpus.

I swapped out the memory due to worries about the G.Skill being too tall and hitting the cpu cooler. If that happens it would be a huge fail.
