Not sure what your build is for, but if you are allowed to change the build significantly I'd suggest the one below. Not sure if you can afford to not buy an optical drive, but generally you don't need CD/DVD players for pcs anymore generally speaking. You could still buy one if you like, but this build is a lot stronger and higher quality than your initial list. This build will let you game, edit, web browse, stream, and everything in between. It doesn't have an SSD, but it's got a lot of storage, a lot more porcessing power, and is within your price range I believe.

Is the i3 a strong enough processor to handle games?
 


I already have a gpu so I didn't include it in the list. And I though 4gb overclocked to 2133 would be enough, is it not?
 
2 things. 1) What gpu do you have? If it's an r7 360 or better then I can rework the budget to get you a better build. 2) No, 4gb of RAM is not enough generally speaking for higher settings in games. Faster RAM will not make up for having half the capacity, I'd highly suggest 8 if you can afford it. And according to the budget, you can afford it.

Also to answer your other question, yes an i3 is enough to play games just fine. Is it as good as an i5? Not even close in some scenarios. But overall it'll do just fine, and it's by far the best option at this price range. However, depending on the gpu you already have, we might be able to bump that up to an i5.

If that's the case then I'd suggest this build. It's still within your budget, but includes an i5 processor, so between that and an r7 250x you should be able to play most games at low to medium settings with a constant 60fps at 1080p no problem. If you upgrade the gpu later on, you'll have a pretty solid build. If you could invest say another $20 into the build though, I'd get the i5 6500 instead of the i5 6400. The i5 6500 is much faster, but only costs a bit more. Otherwise I'd just get teh build below.
