2 items - not counting the gpu - don't exactly fit the bill of tight budget.
The cpu cooler isn't exactly cheap. Consider Scythe Mugen 5 Rev. B, Thermalright Macho Rev. C, or be quiet! Shadow Rock 3, as a few examples.

Some would also say the choice of cpu isn't cheap either, but it depends on the combination of pricing for cpu+mobo in your area.
Perhaps a 10400 or 11400 + B560 mobo would bring the cost down a little? But then there's THIS MESS with B560 power limits, so going too cheap on B560 wouldn't be a good idea.

One other thing ... this board paired with the right cpu cooler will allow you to run that 11400F 24/7 with the power limits turned off in the bios. It's a round a about way of OC those locked Intel cpu's.

Yup, this the sexiest B560M board for a remotely reasonable price currently out there among models I could actually buy. The only two things that bug me about it are no PS/2 port since I'm still using a PS/2 keyboard and no USB 20G which means possibly having to sacrifice the x4 slot to get it later. With a pair of 10G and 5G ports on the back, lack of 20G shouldn't be too much of an issue.

If I was in the market for a B560M board, that would very likely be it. Since I'd have to buy a new keyboard to use it though, I would just use that $30 or so extra to step up to something with 20G USB and a PS/2 port

Europe and Asia have a killer selection of B560 boards while the US & Canada are getting hosed. No idea why they don't offer the same selection of B560 boards here in the US that they offer overseas. =/

Well, my general impression is that Europeans are more budget-conscious and wouldn't tolerate the combined covid tax, peak component shortage tax and early adopter tax on new Intel stuff quite as much, so manufacturers have to flood the market with the more affordable stuff there to compete with AMD boards that have been on the market for over a year.

These are three boards I'd really like to see offered here in the US.

Not having non-WiFi options is a bit annoying when you have no intention of using it. Then again, most of it is integrated in Intel's new chipsets, so it doesn't add much cost either. Of course, it is all of those little "because why not" extras that jack prices up like crazy when you try to please too many people with one board.

Me, I'd like non-RGB non-gamer-y options and it seems all manufacturers think people looking for solid no-frills motherboards want a VGA and/or DVI port instead of HDMI+DP.
