If you can find 1650 Super for less than RX 580 then it's ~5% less performance but it's very comparable. If you dont mind spending a bit more for 5% more then yea 580 it is.
If you plan to stream then 1650S has a lot better stream encoder you can use so there's that.

Cpu is fine, not the best guy to ask for mobos but it's b450 so you shoul be fine. Ram is good and PSU is fine. I recommend you get a small SSD to put your OS in though, don't forget that

the ssd is for speed right?
 
get a 580 with 8gb the extra RAM will be worth it.
Stop recommending RX 580 8GB for 1080p gaming. It's not strong enough to run 1440p gaming 60fps and at 1080p it's almost never gonna use the extra 4gb ram.
Unless the price difference between both are insignificant, it's only then that it's fine to pick up the 8gb version.

There are already some AAA games that can see a small effect on performance with 4GB of VRAM compared to 6GB or more at 1080p with the settings turned up. And that's only likely to become more of a concern as games start targeting the next generation of console hardware and VRAM demands increase.

And of course, the second part is typically the case at this point, as the 8GB RX 580s generally don't cost more than the 4GB models, at least for new cards in the US market. In fact, looking on PCPartPicker right now, all of the reasonably-priced RX 580s have 8GB of VRAM. 4GB is still arguably fine, of course, so long as one is getting the card for less.
