My budget for this build is $900. I'm going to use it for a lot of photoshop, web surfing and gaming. The gaming I'm going to do isn't going to be like me playing BF4 for 4 hours straight. I'm not going to be playing that long.

For what you want to do it looks pretty good to me.

The amount of time you game is irrelevant towards how your PC performs. You could game all day and all night on that and not have any trouble.

Sorry, I'm not willing to pay that much for a CPU and I don't want to change my case.

Why not ? XEON perfroms same as i7 4770 the only thing is it doesnt have IGPU, you said that you will use lot of photosop so Xeon with more threads will help alot

What's IGPU?

IGPU means integrated graphics, its a little GPU inside the CPU, you dont even need it because you will use r9 280
