I want to build a new PC for 1440p ultra gaming. Is this build good enough to play new games at max settings for the next couple of years (with FSR and without RT)? I'm from europe and this build would cost me 1450€ in total (don't look at the prices in the list, I just didn't bother to change them).

Depends on what you want out of it. If you want at least 30 FPS, of course. If you want 120 FPS across the board? It won't do that:

Are your games fast action type, or are they more cpu intensive like mmo, sims, and strategy games?

All in all, your list looks to be relatively balanced on the cpu to gpu equation.

One fed flag is a 700w psu. They tend to be old tech and this unit only has a 3 year warranty.
Look for a quality atx 3.0 unit with a 7 year or better warranty and perhaps 850w to handle a future gpu upgrade.

I want to play GPU heavy games like Cyberpunk, Immortals of aveum, The Last of Us etc. Do I really need to get a better PSU? I don't plan to upgrade the GPU in the next 4-5 years.
