This is what you want to get minimum.
Make sure you have at least 8GB of DDR4.

That build you just sent me could work. But, I would change the power supply to a lower watt and price.

User reviews aren't an indication of anything generally.
It's $5 more, if you were in his position would you run the risk of a crappy PSU that has the potential to fry components vs a high quality M12II that's gonna last you years?
That's all i'm gonna say on the matter.
