I don't know if the 4070 is overkill for the 12400f or not?

I didn't go check specific part pricing with a retailer, but just in a look it appears to be a pretty decent build for the price.

i would say it is not a very good build overall :
12400f is not really a cpu that will last you 3-4 years in terms of gaming performance .
you should consider to replace it with i5 13500 and b760 motherboard
or ryzen 5700x and B550 motherboard if you are on a tight budget -
the best would be to go for new AM5 platform though .
but i don´t know what your options are in terms of vendors and what region are you from -
those informations would help .

Could always drop in a 13700 in a year or two.

Looks like they are charging about 200 Euro over the price of the raw components.
