I want to build a new PC and with an rtx 4070 ti, the $800 asus tuf model, it doesn't look like it's too difficult to get once in stock. But I am still debating if I should wait for a price drop on the 4000 series or just build now. I already have plenty of nvme and ssd from my current PC and I am going to get a 27inch 1440p 144hz monitor at some point and currently use a 65inch C9, but I sit about 8 feet away. Targeting at least 120fps at 1440p or at least 60fps at 4k resolution with high settings and no ray tracing for all modern games.

Motherboard:
Can't decide between going for a cheaper motherboard or if a more expensive motherboard will help. I don't plan on overclocking. All these boards pretty much have enough usb/sata/ports for what I need.
If I want to have 4 case fans and my motherboard only has 3 fan headers will I be able to allow the motherboard to control the fan speeds if I use a splitter so the fans aren't always running at 100%?

You can recommend a cpu air cooler, I want something quite so I am considering a noctua model.
Is this a good build today for what I want or should I swap some parts around and why.
Is this a good time to build or should I wait a couple of months? I want to build a new PC but I am not really in a rush, as long as I build something by lets say May.
