I dont really know a lot about builds and my friend linked me this. I already have monitor and storage. I'd like something quiet if possible

Little above budget but is completely worth it as RTX2080 is a huge improvement over RTX2070 for minimal budget increase.
If you need quiet PC I recommend going with Cryorig H5 Universal over Corsair H100i PRO. It is a decent cooler and can maintain temps in check no problem. Is very quiet.
That PSU is fine if it is in usage for less than 2-2.5Yrs if it has already been more than 3Yrs we recommend getting new PSU.
