It's a good budget build if that's what you're asking. I'm not sure I'd call that i3 lightning fast, but it works. Same with an R9 270x. What exactly are you looking for? Advice for better parts? If so, post your budget (and whether that includes OS, keyboard/mouse, etc).

I'm looking for something in the 500 or 600 range that is already built and I want to play csgo dayz h1z1 aw mostly steam games but I want a good quality graphic that computer is from ebay and it's 500

well, dayz for one is an unoptimized piece of crap so even with better hardware, you'd probably still get lag and fps drops.
