Minecraft
Gmod
ARMA 3
Modded Skyrim(no ENBs or texture mods)
Battlefield Hardline
And lots of other miscellaneous steam games
I don't need to run them on ultra but I would like to get at least 30 FPS while using ACTION to record. Thanks!

CPU and GPU are too poor. You can't play battlefield Hardline easily on that. .. I will suggest to make a custom pc. ... At that rate you can built very good pc comparable to this. .... We are always here to help you. ...

very very very poor, the Gt610 barely qualifies as a GPU, it will not play well with any modern game.

It also does not mention what PSU it has, and therefore upgrading the GPU will probably require a PSU update as well.

Sorry to say, but that's not going to cut it for gaming let alone streaming/recording.

Is that your budget? Because it's going to be extremely difficult to get a streaming/recording PC at that price. If you give us a budget someone will be able to give you a hand with a build.
