Is this a good cpu for gta 5 on minimum with gtx 950 SC+ graphics card?

With a GTX 950, that CPU is probably fine. A newer Intel CPU will offer better overall performance, but you can probably max out that graphics cards capabilities with the FX-6300 as long as it's not a CPU intensive game. Personally, I'd take any THIS or LAST gen Intel i3 or higher CPU over any of the FX chips, so a Haswell refresh or Skylake processor would be a better option, but there is no reason you can't use that 6300 with the 950 and have a decent entry level gaming machine.
