Hello. I am thinking about buying a new gaming PC. My last PC has long since died and was waiting to see what the 10th gen ice lake processors would be like and possibly by a gaming laptop instead to have some portability.
I have however just found this desktop at Scan computers. https://www.scan.co.uk/products/3xs...dr4-11gb-evga-rtx-2080-ti-xc-500gb-ssd-2tb-wi (LN93682 scan.co.uk £2,349.98) I have only just started researching but it seems as though this is an incredibly good deal for a top of the range Intel i9 and RTX 2080 Ti.
Let me know your thoughts.

That´s nearly the configuration of the system mentioned + about 50pounds extra like mousepad and recovery drive:

PCPartPicker Part List

CPU: Intel Core i9-9900K 3.6 GHz 8-Core Processor (£465.72 @ Amazon UK)
CPU Cooler: Cooler Master MasterLiquid Lite 240 66.7 CFM Liquid CPU Cooler (£46.15 @ Ebuyer)
Motherboard: Asus ROG STRIX B360-H GAMING ATX LGA1151 Motherboard (£122.47 @ Ebuyer)
Memory: Corsair Vengeance LPX 16 GB (1 x 16 GB) DDR4-2666 Memory (£72.80 @ Amazon UK)
Storage: Intel 660p Series 512 GB M.2-2280 NVME Solid State Drive (£63.75 @ CCL Computers)
Storage: Seagate Barracuda Computer 2 TB 3.5" 7200RPM Internal Hard Drive...
Unless you are gaming at 4k or 1440P at 144 Hz, a 2080Ti is a LOT of money...; if playing at 1080P, a 2060 Super or 5700XT instead would make the rest of the components seem free)

But, I can't imagine someone laying out $1300 on a GPU, $500 on a CPU, and then cheaping out on a B360 over a proper Z390....(ever!) :)

Replace the PSU to a good (warranty at least 5 years) 650W, use a kit of DDR4 memory to get dual channel, get a Z390 board

You can get this for that budget. Better quality build and components. Specially Z390 board supports OC for i9-9900K.
