I'd say yes, considering the OS alone would cost you ~$140 retail.

Tower. I'm buying it for gaming, mostly e sports titles, nothing too demanding, and programing.

It appears to be a good deal as far as parts for the money go. But it will depend on the actual condition of the tower and if you can upgrade it if/when you find something lacking.
