Here's the build. http://ca.pcpartpicker.com/p/Nt3Qxr
My questions are...
-Is that PSU good for this build's needs?
-Is that motherboard any good?
-NZXT Phantom 410 or NZXT S340?
-If NZXT S340, can I get windows (legally) without a disk drive?
-Does the CPU need an aftermarket cooler?
-Is the SSD good?
-Good Keyboard+mouse (Under $70 each. Keyboard doesn't have to be mechanical)
-Do I need to overclock to play the newest games on Ultra with 60+ FPS (1600x900)
FYI I mainly play WoW, LoL, and I want to try BF4.
Thank you for any responses!
Ps. Do I need more cooling for either of those cases? Water cooled or no? I'm on a $1500 budget, and live in Canada.

Solution
-The PC Mate is a basic motherboard that can support overclocking. If you have money to spend there are certainly better boards out there but there is really nothing wrong with it.

-Yes you can install windows legally without a CD drive as long as you have a license and download the ISO file.

You will need to buy a license for windows so you have a product key. Once you have the key, you can install Windows by downloading an ISO file and putting it on a USB drive. http://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

-With a 4690 and an R9 290 you should not need to overclock. If you want to overclock get the K edition, otherwise save money and get the regular 4690.

-I have an R9 290 and it can get pretty hot...

-I have an R9 290 and it can get pretty hot so you are going to want 3-4 fans. I believe the s340 comes with a top and rear. Consider purchasing the front ones as well.

-I don't know what a 970 costs where you live but I would seriously recommend a 970 over a 290 if they are within 50-60 dollars. The only reason I bought my 290 was because I got it on a flash sale for $219.99 and the closest 970 was $335.

The power consumption difference between the 290 and 970 is significant and if the prices are only ~$50 apart you may end up losing in the end if you take the 290 due to higher electricity bills. When I made an excel spreadsheet to calculate electricity prices I assumed a bronze psu, 4 hours of use everyday, and used my St. Louis electricity bills to get the average price per kWH ($0.1346). The results: the 290 could cost up to $3 more per month than the 970.

-If you aren't going to overclock (don't get the "K" cpu) you will be fine with the factory cooler, otherwise you will need an aftermarket cooler.

-The Samsung evo ssd's have been going on sale lately so if you can catch one for a good price then that would be good. slickdeals.net is a good place to check daily for deals on pretty much anything you could want to buy.

I hope that helps.

Solution
-I looked quickly on the Canadian pcpartpicker and there are several 970's within $50 of the r9 290 you have right now. If you are ok with spending more up front, it should pay off in less electricity over time. Any of the 970's are good, although I would stay away from PNY and Zotac.

Like I said before, I have a 290 and I like it a lot but it was also $115 cheaper than any of the 970's. Do you know your price per kW/H ? I can plug it into my spreadsheet and let you know approximately what the 970 and 290 usage costs may be.

-There really is nothing wrong with the PC Mate, but if you want to move up to a "tier 2" motherboard the MSI z97 SLI is a good choice and is only $10 more. http://ca.pcpartpicker.com/part/msi-motherboard-z97g55sli

I'm not going to be able to respond for about 12 hours so hopefully this isn't too time sensitive. I'll be back later to help though.

That psu has enough wattage just the quality isnt all that great honestly i would suggest the evga supernova g2 750 its way more wattage then u need but gives u room for another gou ad some series ocing and is the best psu out there. Which brings me to my next point that gpu is great, but just fork up the cash and get the msi gtx 970 gaming edition it will be well worth it in terms of heat and fps. Everything else is good besides that ssd that is overpriced, get the 120gb intel 530 ssd, not the fastest out there but very very very reliable and just great, i have 2 in raid 0 on my pc. Motherboard is ok, for the case get the fractal design define r4 as the r5 has come out and there are some great deals on the r4 but if u cant find any get the s340. That cpu cooler is perfect get it. U can install windows from a flash drive, and 1600x900 is a joke for that powerful of a pc literally that is way way way way way overkill for any new games all ultra v sync and everything. For keyboard and mice mmmmm

Mice are a tough choice as it verys from person to person. I have owned many mice and if i have learned one thing its dont buy razor. Those break so fast although there great when they work. I really like corsairs m45 raptor and m65 rgb but the m45 has a better sensor. I would reccomend the logitech g502 protus core, i have 2 its great, http://www.amazon.com/Logitech-Proteus-Tunable-Customizable-910-004074/dp/B00IRHE892/ref=sr_1_sc_1?ie=UTF8&qid=1424066361&sr=8-1-spell&keywords=logitech+protus+core

For a keyboard I would get anything really that u like.
