I'm leaning towards video editing (rendering fast) and gaming (latest games).

Is this a good set up? I'm looking through craigslist and this is one that's interesting however worth $700. Worth it or not?

I'm thinking about building my own but it feels like buying used would of course be a lot cheaper. I have $500-$700 price range.

If you are not wanting to overclock, go with a Xeon 1230v3 and a less expensive 1150 motherboard. Even if you wanted to overclock, you don't need a $200 motherboard to do so. A 3770k and Z77 extreme4 would make for a nice Ivy combo.
