Well, first, if you want a high-end pre-built, I wouldn't touch CyberPower for something like this. Too much of a reputation for shoddily put-together builds.

Second, you don't need a 1000W power supply, what you need is a better quality power supply. The "standard" power supplies that CyberPower include (and really, most of these types of companies that are below the high-end boutiques) are generally quite mediocre.

If I'm shelling out for a high-end PC, I want a higher-quality motherboard for overclocking and I certainly wouldn't trust CyberPower to overclock my parts.

Can you recommend me a better pre built PC for around 2,300 dollars, preferably i9 9900K and Air cooled? It would be greatly appreciated

If I were you, I would build it myself and if you have no idea how, watch some youtube video from bitwit or jaytwocent full tutorial because it's cheaper and better if you build it yourself. But if you still can't then you should go for ibuypower or digital storm
