Is this a good PC build?

We are not talking a high end setup, this build is not going to play the latest AAA games with high to ultra settings so these types of cpu heavy effects will be turned down/off. If the build was in the territory of a using a 970 to 980Ti I would tend to agree but even then a 4460 still holds up well. A 750Ti is so weak by today standards and going to impact current games so much I cannot see how anyone could recommend it...
But you dont need a 4690k especially when paired with a low end gpu. A 4460, cheaper mobo, 8gb RAM and stock cooler paired with say a 960 would give much better gaming results.

Now if this is not primarily a gaming build then this may all be mute but until we know the purpose of the build its hard to give specific feedback

I think the pc is fine for ghaming however I would go with a better psu and a gtx 960 or a r9-380 the cpu is good games are using much more cpu that and directx 12 will rely on more cpu cores as well even though it will not be used regularly for probably a year or so.
 
For gaming I would invest more in GPU and less on CPU, mobo and RAM. It will be far better in todays games. Personally banking on DX12 which is still not heavily benchmarked in real games yet and is a long way off being mainstream for all games. Your choice but I know how I would spend my money
 
games are becoming more and more cpu intensive I'm not sure why it it so hard to understand that, smoke effects, ,tracking players on a multiplayer map, complex physics is usually rendered my the cpu and the gpu. I would say you can run every game except star Citizen and obviously not every game at max settings.

A strong CPU does not make up for a weak GPU

Did you think maybe he will upgrade in the future ? that's what I did I bought the fx-8350 and everything else was very high quality but I only bought a hd 7770 i bought a fx-8350 so i didn't have to take off the cpu cooler. and its just easier to upgrade a gpu.
 
then I would go with a gtx 960 if you can but the gtx 750ti will run them but not a very good experience. That i5 cpu is going to be necessary for crysis 3 and far cry 3 it would help out. If you would like a computer for a specific perpouse let me know many of the parts in todays market. (EX: a quiet gaming computer)
