tier is level or quality, so hes saying its middle of the road, wont knock yo socks off or power the sears tower but itll run your computer just dandy.

also dell hp omen obelisk in my honest opinion.

and my first pc was a prebuilt, came with a tier 3.5 (bad) 500W dell psu that powered my 2080 without any problems (i78700 so it wouldnt let your risk oc'ing lol)
