Anything on this overkill? I'm looking for a 3070 setup mainly to just play games at 1440p 60fps

Looks reasonable to me.
I am not a fan of liquid cooling.
In time, you will have to replace it, and if you are buying pre-built, you may not know how.

Of course, the price has to be right.
