Is this a good PSU at all?

My friend is building a PC and he said if this power supply is any good, personally I am more experienced in motherboards, GPU's and CPU's. So I was just wondering if this one was any good;

I wouldn't trust that to power a flashlight.
Normally, I would say "wouldn't trust it to power a desklamp"

But that one looks particularly crappy.
 


That thing is garbage do not get it. It will probably immediately die when the 780 is plugged into it. Also is he getting a 780 new? If so then a big money waste.
 
That is an absolute piece of junk, its a fire hazard and shouldn't be in any PC.

Ok I will list other points. If the sticker in the picture is correct it only claims 22A on the 12v rail (264w), a good 500w should have 450 or more on the 12v rail. I have a 780 still and it recommended a psu with 42A on the 12v rail as a minimum, you really want a good quality 600w or greater, the old 700 series were power hogs compared to modern gpu's.

This Arctic Blue is a 1.5. I'd call this...."maybe power a desklamp, but don't be in the building when he turns it on"

Lose the Corsair H60.
Get a Cryorig H7 for 1/2 the price.
Apply that savings to a rational PSU.
And enjoy a quieter system, with the same or better cooling.

Ok, would you be able to recommend a better PSU with an approximate £60 being knocked off due to the H60.
