EVGA 110-B2-0850-RX 850W ATX12V / EPS12V SLI Ready 80 PLUS BRONZE Certified Power Supply its refurbished trying to save money is it okay to buy a psu refurbished?

Solution
It's a good PSU though it is overkill for a single 280. A decent 500-550W unit will work great.

Do you have a budget for the PSU? Is it in USD? I can help find you one.

No problem. They always put a PSU with a wattage much larger than what is needed to account for the crap PSUs out there and leave plenty of headroom.

As you can see even an overclocked 280 does not break 400W under load from a high stress benchmark.

I would avoid the 500B, it is a mediocre unit and is not the best choice for a gaming pc. Do you have a budget for the PSU? Before or after rebates?

If you plan to go for a single card upgrade I would go with this Antec Neo ECO 620W, $65 and comes with a $25 rebate.

PCPartPicker part list / Price breakdown by merchant

Power Supply: Antec Neo Eco 620W 80+ Bronze Certified ATX Power Supply ($39.99 @ Newegg)

It is non modular though. If you wanted semi or fully modular it will be more expensive.

non modular: no cables can be removed
semi modular: cables that you are likely to need can not be removed, the rest can
fully modular: all cables can be removed
