I'm thinking of buying a used PC, it's specs are i3 540, 8gb(4gbx2) RAM, GT 1030, dh55tc motherboard.

Is it a good choice for budget gaming?

I'd build a Ryzen 3 system if I were you. But currently prices are abnormal, so buying that second hand PC COULD be the better option.
