Question Is this a good temp?

While true, if GPU core temp is 80C or higher, that's a sign that something isn't right, since most GPUs auto-target 73-75C by adjusting fans.
Using which metric? I doubt it's hot spots because they aren't necessarily a bad thing as long as they're not concentrated on a single spot for long. And we don't know which part of the GPU is hot. For instance AMD has said Zen 1 based CCXes have 20 thermal diodes, but the processors only report the hottest one. I'd expect something similar on any complex processor that fine tunes its own clock speed.
