Question Is this a graphics issue ?

hi ,my pc is old,every now and again i get the following(image attached) comming up.
i then hold the power button in and restart,and its ok.
might happen in a week again or less.
is it graphics card issue?
and of course i can insert the pic i took of it,has to be from a url!!!!!!
ill describe it then
blue horizontal lines all across the screen

hi, do i have to sign up to imgur.com?
thot it would be simpler.
i went to check gpu temp in task manager but no option along left for gpu must be because the graphics are integrated into motherboard.
