the GPU was attached to the thermal pad ...

can I apply artic silver or just need another thermal pad?

my notebook is a pavilion dv2135la, the gpu is a intel gma 950

I would say yes, that is being used as a heatsink for the GPU. If you have thermal pads, then I would say yes, use those. If not, I believe normal thermal compound should work fine.
