Question Is this a motherboard issue?

My pc after replacing the cpu wouldn’t turn on and the monitor keyboard and mouse wouldn’t turn on soon after my power supply after being turned on would automatically turn off after a few seconds, same result for my other power supply is it likely that it is because of the motherboard and I need a new one? I ordered a new one to arrive tommorow
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Include the processor prior to the replacement. Include all parts that were used. If they have been in service, include their age as well.
 
CPU: just upgraded from the r5 2600x where I was having issues of pc crashing when overheating to a r9 5900x
CPU Cooler: black rock 2
Motherboard: ASUS Prime b450m k-II
Ram: Corsair vengeance 2x DDR4 16gb. I had two spare sticks that wasn’t the issue I think
SSD/HDD - western digital SSD 1TB and 256GB NVME
PSU: RM850x - tested on my other PSU and had the same issue of the power supply stopping after a few seconds
OS: W10

I have good reason to assume it’s a motherboard issue due to the variety of problems I ordered a a-II b450m to arrive Tommorow

To also add to this I managed to the first time boot into bios after replacing the cpu but that’s when I set the right ram speeds then when I restarted my pc it’s when I started to have the issues
