Is this a motherboard problem

I got a new GPU and PSU, put them together and it's fine, I then turn my PC on to find that all fans work, LEDS light up but my USBs don't work, monitor isn't responding. Keyboard and mouse do not light up like they are suppose to.

I have found 2 slots on my motherboard one called USB_1 other called USB_2 I unplugged the cable and put it in the other and still havnt found the problem.

PSU: Corsair RM 850x
Gtx 1060
AMD Fx 8350
8 gigs of RAM

Okay so before this entire Keyboard, mouse, and Monitor problem my computer wouldnt turn on at all. I knew what happened, fixed the problem. Anyway, before fixing the problem I unplugged all connectors to the PSU (My PSU had like plugins on the bottom letting me not use some of the coords for better cable management) http://www.corsair.com/en-us/rmx-series-rm850x-850-watt-80-plus-gold-certified-fully-modular-psu This is the PSU I have now if anyone is interested, anyway I fixed the problem.

I unplugged my CPU Cable from the PSU and never plugged it back in. Resulting in the fans turning on and everything and the USB ports not working. Didnt realize it till an hour and half of searching the internet on my phone and I just happened to...

Happy to say I am writing this from my computer with the new GPU/PSU and everything seems to work great. Haha. 😛
