Is this a problem with a PC or the Monitor and how to solve?

I purchased a PG279Q but I seem to be having some problem with it. When changing options or loading some system settings I get a weird box on what im changing the settings when applying it. Its like this picture. Link below. When the pc Freezes for a split second while settings are applied I would get this sort of picture and then it apply.

That is a video out put test signal Killastrra.

If you look in the menu settings of the monitor you should find an option to disable the test signal picture.
It can be used for, calibrating the monitors color, brightness, contrast and dynamic range settings if the monitor is 4k or has a HDR High Dynamic Range.

And also setting up colour purity of the monitors screen.
