Is this a problem?

So while playing GTA V on normal-high i'm getting 30-55 fps (cannot even hit 60 fps)
With so many stuttering and game basically looks disgusting like nothing from shadows or trees loads unless im close to it. So when i went to task manager it says that memory used is 7.5/8gb ram (85%-100%) always and my Cpu is 80%-100%, i've seen videos run this game on like Very high - ultra and get 55-70 fps but he says he has 2x4 2400 mhz while i have 1x8 2133 mhz, is this a ram problem or storage or what because i'm really confused.. my HDD is a 1tb with 70g/345g free out of the place where my game is installed.

3. Yes (kind of its for rockstar games but its on steam) like there's a launcher steam installs for me.

 
is this the only game your having issues with ?

if YES : I would uninstall it through steam and run ccleaner, then reinstall the game and try again (this does not remove your user/gaming information)

if NO : Download DDU, and new NVidia driver to your desk top, reboot your Windows 10 in SAFE mode (press SHIFT before click on the restart selection)
once in safe mode run DDu, reboot, then reinstall the NVidia driver and once more reboot, and test again
