Is this a ram problem?

Im in my pc watching youtube,and the pc turned off,it beeped 4 times.I thought it was ram,since i had the problem before but it fixed itself.When i turn it on it does 4 long beeps and then stops.Monitor doesnt power.So what is this?

What motherboard do you have? From there its only a matter of finding the manual either in person or online to see what beep codes they can provide. Normally 4 beeps during POST means its a RAM issue though.
