[SOLVED] is this a return to manufacture situation?

I just want additional opinions, in case I made some glaring error, but I think I'm gonna get stuck sending this back and I think it is the motherboard not the psu. It is a system made from this parts list, https://secure.newegg.com/Wishlist/...ail-_-sr-_-wishlist-Bf8/1b5XU8Y=-_-12/18/2018 basically the LEDS flash and the system makes three distinct sounds when the case power button is pressed and nothing happens. I have vids of my wiring, I hope it is correct, and the lack of an event when the power button is pushed to aid anyone willing to aid me,

Your motherboard manual should have a list of "beep" codes.
Start with just minimum setup - motherboard, CPU, RAM, front panel. Disconnect evertthing else - SATA, GPU, use on-board video, make sure you can enter BIOS, then start adding stuff.
