Is this a safe CPU temperature?

Under 100% load the CPU reaches 90 C as it's maximum temperature in the 10 minutes I tested it. I found that to be alarming, and i wanted to know if this is a safe temp or not.

I am not sure why my CPU temps are so high. I run an intel i7-6700k with NO overclock. I have a MasterAir Maker 8 which is a fairly decently expensive CPU hybrid cooler (air and vapor chamber),
at $130 and most reviews said it kept the CPU cool (plus its MASSIVE). I used arctic silver 3 thermal paste as well, so it shouldn't be a bad thermal paste. I have 3 intake air fans and no exhaust fans on my case, which is how the case came in the packaging. Any ideas on why my CPU temps are so high? based on reviews with my equipment I should be staying in the 70 degrees when under load, but I am not.

^+1.
How is the CPU cooler fan connected? It's easy to connect it to a normal system fan header rather than the CPU one.
Assuming it's connected correctly, most motherboards allow for different fan profiles, check yours will allow the fan to ramp up to full speed.
Also, how much TIM did you use? Too much can be as bad as too little.

I have a 6700k as well. Hyper 212 evo. It's at a .2ghz overclock. Temps are under 90C but its been a year since I bench marked it.

Could you have knocked the CPU voltage out of automatic when you were looking at over clock settings? Higher voltages = higher heat. If you cannot find a solution you can lower the voltage and under clock the CPU if you are worried about the heat. But as long as the CPU doesn't thermal throttle and can hit the 4.2hz turbo consistently I wouldn't worry about causing any damage.

As for placing too much thermal paste, I don't think you can. As long as none of it comes in contact with any components or pins.

As for a solution, all I can recommend is to remove the cooler, re-apply thermal paste, and assemble it back together. As well as mentioned above, check your fan. Make sure its at max speed and plugged into the CPU header before making any thermal tests.

The CPU fan is plugged into the CPU fan plug on the MOBO. I only used a small dot of thermal paste as recommended.

I checked the voltage and it was set to auto, and I even tried lowering the voltage manually and didn't make really any difference.
