Is this a scam??

I received a call from a company called Sam Teletech. I was told that they were seeing on a global server that my computer was downloading harmful material from questionable websites. They directed me to teamviwer.com and wanted me to turn over control of my computer to them to fix the problem. They said that they were authorized Microsoft technicians for these type of issues. Of course I did not want to turn my computer over to someone who I did not know. I asked questions about how they might walk me through any repairs. I also said that I have antivirus and I wondered why/how harmful data was able to get through. They asked which one and I told them: ESET NOD32, from Microcenter. They said they never heard of it. They had me type in "msconfig" and showed me where numerous "services" under "System Configuration" were "stopped." One of the services that was stopped was "Health Key and Certificate Manager."He said that this means that my anti-virus is not working. Could any of this be the case, or is this a scam? Is my NOD 32 working? It seems to be, by why do all of these services indicate "stopped," and is that a problem?. I am running a scan with NOD 32 right now, and it seems to be scanning fine.

He also had me type in "cmd" at "run," and then "assoc." Then he told me to verify that the numbers on a certain line were: 888DCA60-FC0A-11CF-8F0F-00C04FD7D062. He apparently did this to try to convince me that he was an authorized technician and that I should turn over remote control.

Any advice or insight?

Hopefully, you did not actually let them have control of your PC. If you did, then you need to go into serious damage control.
