You are not going to get a new GTX 1070 for $50.

You will either get nothing, or a completely bogus GPU pretending to be a 1070.

Yes, you can then go through paypal to get your money back.
But why bother in the first place?

You're not going to get the advertised GPU for that price.


Couldn't I just return it if it is fake? Its listed 14 day money back
 
At $50, buy it and find out. Worst case, PayPal/eBay will refund you - it is listed "as new" which means you get a refund if it doesn't work.

This could be a listing error. Another possibility would be stolen goods that the seller is in a hurry to get rid of, though such a suspiciously low asking price may be counter-productive to that.
 


Well, I hope you didn't buy it. But, if you did, as InvalidError has said their is a refund/complaint mechanism in place to get your money back. Maybe lesson learned though.
