Question Is this a sign of a dying gpu?

it could be the psu because 500 is about recommended for a 1060 and considering it's a hp, it is likely an waste tier psu. Also the fact that it goes away when the power is dropped points to this. In assuming this is a prebuilt? Is a new build an option? what would your budget be for a new build carrying over the 1060?

I'd love to build a new PC, but unfortunately it is not an option right now (I don't have much money right this moment)

Apart from the GPU yeah it is pretty much a prebuilt case

Also, when I run a stress test it uses well over 100W (the power limit is set to 100%) but I do not see any of this stuff, any idea how to troubleshoot this?
 
When was the last time the gpu was fully cleaned out? To me it points more towards a vrm/vram overheat. Possibly the thermal pads are getting old.

A local store around cleaned out the dust and changed the thermal pads for me two weeks ago or something

The temperature underload doesn't exceed 65 celsuis (I'm always leaving the fan at 100%)
 
Depending on if the pc is super proprietary and stuff you could do a PSU switch and see if that helps. Probably costs like $50 or even less if you really deal hunt.
I hope the problem is just with the psu, I'll try swapping it out for a better one and see if that does anything
 
I do not see anything wrong here, looks like application (game) issue... If still concerned, try running msi kombustor with artifact scanner and see what that does...
It happened in two different games, both of which I played earlier and didn't have any of these issues

I also reinstalled one of them and checked the game files' integrity just to make sure.
