Any functional VGA to HDMI adaptor will be active. There's no situation where a passive VGA to HDMI adaptor would work, so they shouldn't exist.

I just read the reviews on the page you gave and people are not very pleased with this item. I would not get it even if it was 'active'. And I think it has to be 'active' because there is not a 'passive' approach to this type of conversion. I could be wrong. Check Amazon and NewEgg reviews of this or other products. (You don't have to buy from them.)

I saw some of the cables is different , some with box-like plastic such as this, others look like normal cables. I just want to be sure.
