Question Is this an artifact?

I have an RX 570, lately I have noticed some strange things in games. Like that white streak in this GTA V photo.

When I run MSI Kombustor, there are no artifacts detected by the scan.

Does the white streak stay, or does it flicker in and out?

Doesn't really look like an artifact to me.

The streak changes slightly when I move the character. It does not quite disappear, but depending on the angle it divides into small streaks.
