Solution

The TH review of the GT 1030 showed it delivering acceptable performance in Battlefield 1 at medium settings and 720p so it should work OK provided your CPU is up to the job. GTA V is generally considered to be very well optimized so again, if your CPU is up to it, I imagine the 1030 will get you playable performance at low to medium settings on 720p.
And the price is?
Hardly to recommend something if you just say it's 'expensive'...

Nevertheless, ok? Depends entirely on your standards, it's far from a gaming GPU...
If you wish something very budgety and still decent for 720p or try the GT 1030

It really depends on the resolution you'll be playing at and what kind of games you're hoping to run. A card that old (Kepler generation GPU) and that low in Nvidia's product stack will probably choke if you try to game above 720p. If you can find one on your budget, a GTX 750 is a big step up, and a 750ti is better still. A GT1030 would also likely get you better low resolution gaming performance as it's better on all metrics except memory bandwidth so it could be worth your consideration.
