Question Is this artifact or faulty hdmi cable?

This only happens in game i think. It's not always and quite infrequent. It happens in certain games only. One is Paladins and this is left 4 dead 2. When i tested it out without another cable i didnt notice it but maybe i wasnt at the right time? Gpu clocks are set to stock, everything is stock. Rx 580 on 20.8.3 driver.

It seems that the issue still remains even after another cable. Here's a screenshot of the problem from the video.

So it's not the cable. Is the gpu or monitor? I dont have spare monitor and gpu at the moment to test it out.
