Is this back light bleed normal?

Towards the bottom of my screen I see a few small brighter splotches that hug the bottom, is this normal? It's not a bunch, but it's noticeable when screen goes black.

If you search back light bleed on google there are tons of pictures of it and it isn't rare. My 24" Samsung led monitor doesn't do it, but my Toshiba 46"led TV does it really faintly if the screen is completely black and lights are off, not in the corners, but on on each edge in the middle.
